In the CEAML project, we have undertaken to measure the impact of three interventions transforming public spaces. In early 2023, Mobilissimus developed a set of criteria for measure selection and an impact evaluation methodology, also based on the CIVITAS Evaluation Framework and the experiences of the SUNRISE project.
On this basis, and with the professional support of Mobilissimus, the local partners - Cyklokoalícia, Auto*Mat and the Hungarian Cyclists' Club - selected the interventions to be assessed in consultation with the municipalities responsible for implementation:
- in Prague, the HolKa pedestrian-cycle bridge over the Vltava River, replacing the current ferry, and a cycle lane on Černokostelecká Street, replacing the current sharrows;
- in Bratislava, the redesign of Podháj Street with traffic engineering measures (reduction of traffic lanes, wider and more protected cycle lanes, pedestrian crossing islands, Slovakia's first "Dutch-style" intersection); and
- in Budapest, an element of the Józsefváros school street programme in Trefort Street.
Based on the objectives and expected impacts of each measure, indicators to be assessed have been identified and preliminary surveys will be carried out in May-June in each location. For example, in Prague, pedestrian and cyclist traffic are counted on the ferry and adjacent bridges, vehicle speeds measured on the road section affected by the intervention, and a large sample questionnaire is conducted on the safety of the various cycling facilities; in Bratislava, traffic counts and speed measurements will be carried out, as well as a questionnaire survey on walking conditions; and in Budapest, in addition to traffic counts with cameras, hands-up surveys about the mode of going to school, public space use are monitored and noise measurements are taken.

The interventions are scheduled to be completed by spring 2024, so that the surveys can be repeated and the impact quantified in a year's time.
