Eger bypass - together for a liveable city

NIF Zrt., the Hungarian national infrastructure developer has been commissioned by the Ministry of Innovation and Technology to prepare the study plan and environmental impact assessment of the bypass road in the framework of participatory planning, with the acquisition of the environmental permit, in order to relieve the transport system of the City of Eger. The participatory planning process is being carried out with the professional support of Mobilissimus.

Background

The need for a bypass around Eger has long been on the agenda. A 2019 study shows that the eastern main route version is the most favourable. Within the framework of this project, several detailed route options are being examined, of which experts will select the final one with the involvement of stakeholders and taking into account their opinions, among other aspects, thus moving closer to a public consensus.

Focus on participatory planning

The investor's aim is to ensure that decisions are as informed as possible, so the project will make extensive use of participatory planning methods, including a map-based problem-solving application, online and paper-based questionnaire surveys, stands on the public space, and for a with the general public, civil society and professional stakeholders.

The main steps of participatory planning are the following:

July - September 2021: an online map interface will be used to solicit all local information that will influence the route design and the technical feasibility of the road. Professional and civil society organisations will be consulted online or in a face-to-face forum.

Autumn 2021: an online preference questionnaire will be used to assess stakeholders' views on the importance of the Eger bypass.

Spring 2022: the preliminary detailed route options and the results of the traffic studies will be presented to the public. Subsequently, we will offer the opportunity to comment on the draft route in the form of questionnaires, as well as in several locations in the city on paper and in person. We will also consult with professional and civil society organisations and the public on the route options online or in a face-to-face forum.

Autumn 2022: present the final route options and provide feedback on how the comments received have been taken into account.

End 2022: provide information to the public on the selected options and the next steps for implementation.
